CLEATUS Alternative for DLA Suppliers: How the Two Approaches Differ
If you sell to DLA and you are comparing CLEATUS with DIBBSFlow, the honest summary is that they solve different problems. CLEATUS is a broad government-contracting platform that treats DIBBS as one source among many. DIBBSFlow works one market at item level and starts from your own award record. Which one fits depends on how much of your revenue comes from DLA.
DIBBSFlow publishes this page and is one of the two products described, so read it accordingly. Everything below about CLEATUS comes from their own public pages, accessed 1 September 2026, with sources listed at the end.
Editorial disclosure and method
DIBBSFlow publishes this comparison and is included because buyers evaluate the two products against each other. No company paid for inclusion or placement.
What was reviewed: CLEATUS's public pricing page and their published DIBBS guide, both accessed 1 September 2026. What was not: this is not a hands-on review of CLEATUS. We have not run their product against ours on the same data, and nothing here should be read as a test result.
Fields compared: market coverage, how opportunities are matched, item-level DLA data depth, workflow output, and published pricing.
Features and pricing change. CLEATUS may contact DIBBSFlow to request a factual correction, which we will review against their current public documentation and amend.
What CLEATUS is
CLEATUS describes itself as an AI-powered government contracting platform covering federal, state, local, and education opportunities. Their published materials put the source count at more than 50,000 and describe AI matching against a company capability profile, opportunity scoring, competitor tracking, and an AI proposal writer.
They cover DIBBS. Their DIBBS guide, published 5 March 2026, describes DLA solicitations surfacing automatically in a CLEATUS pipeline alongside every other source, so a vendor does not search DIBBS by code.
Published pricing, checked 1 September 2026: DATA at $39 per user per month billed annually, DATA + AI at $78 per user per month billed annually with a five-seat cap, and two higher tiers (DATA + AI + Automations, and GovCloud) at contact-us pricing with unlimited seats. A seven-day free trial is offered on the paid self-serve tiers. The company states it serves more than 650 contractors.
Strengths, per their published description: one of the lowest publicly priced AI-assisted options in this market, genuine breadth across government markets, a published price a buyer can self-qualify against, and integrations including ChatGPT, Claude, and MCP access.
Best fit: teams whose revenue spans several government markets and who want AI-assisted discovery and proposal drafting across all of them from one subscription.
What DIBBSFlow is
DIBBSFlow is a DIBBS capture-intelligence platform for DLA suppliers. It starts from the buyer's own DLA award record and works outward: what your CAGE has been winning, what has moved to another approved source, and which open solicitations sit adjacent to work you already hold.
Your team makes the final technical, commercial, and compliance decision, verifies solicitation requirements, and submits through its existing process. DIBBSFlow does not guarantee fit or award, confer approved-source status, or submit bids.
Pricing: DIBBSFlow starts at $299 a month, billed monthly, with an annual option. Pricing is per CAGE with unlimited users rather than per seat, which is the main thing to hold alongside a per-user figure when you compare the two.
Best fit: suppliers for whom DLA is the primary market, who already hold approved-source positions on specific NSNs, and whose question is less "what is open" than "what has been happening to the items I already sell."
The structural difference
This is the part worth understanding, and it is not about one product being better.
Breadth platforms cover many government markets and serve many buyer types: contractors, grant recipients, consultants, and agencies. That range is real and worth paying for if your revenue spans it. A platform serving that many buyer types has no reason to resolve one agency's item identity and award history to the depth a DLA supplier needs in order to see their own position.
They can tell you what is open. Starting from your own award record is a different job, and it is the one DIBBSFlow does.
Two things DLA-focused buyers should check for themselves
Neither of these is a criticism. Both are questions worth putting to any vendor, including us.
How proposal features map to your workflow. Most DLA automated RFQs are decided on price and delivery through a quote, not through a written proposal. If a platform's headline capability is AI proposal drafting, ask how much of that applies to the way you actually bid. If you also chase services work on SAM.gov, it may apply a great deal.
How matching handles item identity. Capability-profile and keyword matching works from what a solicitation says. Approved-source questions turn on what an item is: the AMC and AMSC posture, the approved CAGE list, and the technical data situation. Ask any vendor, us included, to show you how their matching behaves on an NSN where you are already an approved source.
How to choose
- DLA is one market beside federal services, IT resale, or SLED work. A breadth platform covers more ground for one subscription, and CLEATUS publishes its entry pricing so you can self-qualify.
- DLA is most of your revenue and you hold approved-source positions. Depth in one market matters more than coverage across many, and that is the case DIBBSFlow is built for.
- You are not sure yet. Both offer a way in without a long commitment. CLEATUS lists a seven-day trial. DIBBSFlow will review one CAGE and tell you what the public record shows.

Frequently asked questions
Is CLEATUS a DIBBS tool?
CLEATUS covers DIBBS as one of the sources it aggregates, alongside SAM.gov, state, local, and education opportunities. Their published materials put the total at more than 50,000 sources. It is a broad government-contracting platform that includes DLA rather than a DLA-specific product.
How much does CLEATUS cost?
As published on their pricing page on 1 September 2026: DATA at $39 per user per month and DATA + AI at $78 per user per month, both billed annually, with two higher tiers at contact-us pricing. Check their page for current figures.
How much does DIBBSFlow cost?
DIBBSFlow starts at $299 a month, billed monthly, with an annual option. It is priced per CAGE with unlimited users rather than per seat, so the comparison against a per-user price depends on how many people work your bid desk.
What is the difference between CLEATUS and DIBBSFlow?
Coverage against depth. CLEATUS covers many government markets and matches opportunities to a capability profile. DIBBSFlow works one market, DLA, at item level, and starts from your own award record rather than from a search.
Can I use both?
Yes, and for suppliers whose revenue spans DLA and other federal work that is a reasonable arrangement. They are not substitutes for one another.
Does DIBBSFlow submit quotes?
No. Your team reviews every file and submits through DIBBS, and DIBBSFlow never holds your DIBBS credentials.
