How to read a DIBBS solicitation number
A DIBBS solicitation number tells you which office issued the instrument, the fiscal year, the instrument type, and the serial sequence. It tells you nothing about whether the opportunity is worth pursuing.

A DIBBS solicitation number encodes 4 things: the issuing office, the fiscal year, the instrument type, and a serial sequence. It is a routing key. It is not an evaluation of the opportunity, and the second half of this lesson is about the difference.

What DLA adds
DLA's Master Solicitation for Automated Simplified Acquisitions states that DLA automated solicitations begin with SPE and use T or U in position 9. (Verified 2026-07-30.) Revision numbers change several times a year, so no revision number is pinned here. Cite the revision in effect at award, not a number memorized from a prior read.

What routing is worth
Prefix family is a fast proxy for which regulatory regime is likely in play, available before any requirement text is read.

Same family, different decisions
Two solicitations from one issuing family can carry different clauses, delivery terms, qualification requirements, and commercial risk. A rule of the form "we do well on SPE7M buys" is built on a variable that does not drive the result. Outcomes are driven by the requirement, its qualification gates, the field of suppliers able to meet it, and recorded award history on that stock number.
Two costly misreadings

- Decide from the solicitation and its incorporated documents. The prefix got you to the right pile faster; it does not pick the pile.
The citation test
Test any conclusion drawn from a solicitation number with one question: which document would you cite for it?
- Routing and fiscal year cite the number.
- Everything else cites the solicitation, an incorporated document, a qualification source, or recorded award history.
- If the only available citation is the number itself, the conclusion is unsupported.
