How to get DLA drawings after cFolders: the TDMT guide

A solicitation tells you to obtain technical data at pcf1x.bsm.dla.mil. The link fails. That address was cFolders, and it is gone: as of the date on this page the hostname does not resolve in DNS at all. Solicitation documents written before the transition still carry it.

The replacement is TDMT. DLA's own Level 1 vendor training states on page 4 that TDMT is "the Defense Logistics Agency's (DLA) new document repository" and that "it replaces: Document Management system (for TDP Builds), cFolders (for vendor TDP access)."

Can you download drawings from TDMT before award?

No. This is the single most consequential change for a quoting vendor, and it is stated in DLA's Level 2 vendor training rather than in any announcement.

Page 32 of that deck, describing the Technical Document main page: "The Technical Document File is viewable during solicitation; it will be downloaded after award by awarded vendor and government personnel only."

Page 38, describing the CAD document screen: "Native CAD file and converted 3d PDF downloadable only after award." Before award, the deck directs vendors to TDMT's internal CAD viewer.

One distinction is worth drawing precisely, because it is easy to overstate. TDMT does have a Share function that exports search results to Word, Excel, or PDF. That is the result grid, not the technical data. The restriction above applies to the document and CAD files themselves.

What this means in practice. Plan on reviewing drawings inside the browser while you price. If your process depends on handing a drawing to a machinist, a quoting partner, or an estimating system before you win, that process needs rework, and the rework is on your side rather than something to appeal.

How do you get TDMT access?

DLA's Level 1 training documents three ways into the system, all of which end at the same Okta prompt.

1. Register in AMPS. Technical data access runs on an account in DLA's Account Management and Provisioning System. Set this up before you need a drawing, not on the day a quote is due.
2. Enroll in Okta multi-factor authentication. Level 1 page 7: "For each access method, vendors will be prompted to complete an Okta Multi-Factor Authentication (MFA) step. Using email and password from when AMPS was created." Verification is by code or push notification.
3. Reach TDMT by any of the three documented routes. From the DIBBS solicitation menu, from Home > Technical Data in DIBBS, or directly at tdmt.dla.mil.
4. Open the Acquisition Documents area and search by solicitation number. Level 2 page 9: "From the TDMT Main Screen, access Acquisition Documents by clicking the tile or using the table of contents. Search by solicitation number and double-click to open." All open solicitations appear by default, and an asterisk works as a wildcard for a partial number.
5. Agree to the controls statement when a TDP link prompts you. Restricted packages show a popup covering the controls on the attached documents, and the package opens only once you accept. Unrestricted documents show no popup.

Is export-control certification blocking your access?

It may be, and TDMT will tell you which permission is missing rather than leaving you guessing. When a line item has no TDP hyperlink, a red Check Access Issues button becomes active. Clicking it produces a popup and an email describing the missing permissions.

The error text shown in DLA's Level 2 training, page 16, reads: "The item's 'Export Control' value is not included in your assigned 'TDP Export Control'. Please visit DLA Export Control Data Access for instructions on obtaining JCP and EJCP certifications."

So Joint Certification Program certification, carried on DD Form 2345, still governs access to export-controlled technical data, and TDMT enforces it per item. A current DIBBS registration and a working AMPS account do not by themselves open a restricted package.

One caution when you go looking for guidance on this: DLA's own JCP material has not been fully rewritten for TDMT and still describes the enhanced certification tier in cFolders terms. Treat the certification requirement as current and the cFolders wording around it as stale.

Where DLA's own training actually lives

DLA publishes two vendor decks, both dated October 22, 2025 with a last-updated date of September 30, 2025. Level 1 covers logging in, navigating, and searching, in 63 pages. Level 2 covers acquisition documents, NIIN records, license agreements, Technical Data Packages, technical documents, CAD records, and reference documents, in 47 pages.

Level 2 is the one that answers the questions vendors actually hit, and it is the harder of the two to find. As of the date on this page, DLA's EBS Supplier Resources page links Level 1 only. Level 2 is reachable, and it is linked in the sources table at the foot of this page, but you will not arrive at it by browsing DLA's supplier navigation. Its filename is also misspelled "Traning", which is worth knowing if you are searching for it by name.

Three things being repeated that the record does not support

The transition produced a lot of secondhand guidance. Three claims circulating on vendor sites are stated more confidently than their sources allow.

Does my old cFolders login work in TDMT?
